American helicopters have been firing on a neighborhood of Baghdad in the second day of fighting since a prominent Shiite cleric called on his followers to "terrorize your enemy." Cleric Moqtada Al Sadr heads the "Mahdi Army," a militia of several thousand fighters.

Paul Bremer, the head of the U.S.-led authority in Iraq, branded Al Sadr an "outlaw" and said that his tactics will not be tolerated. At least 52 Iraqis and nine coalition troops died in the violence, which spread to several cities yesterday.

U.S. forces have surrounded the mainly Sunni Muslim city of Fallujah, ahead of expected large-scale raids to round up suspected militants there.
